Sudan's 18 states have their own tax administrations alongside the federal Taxation Chamber. States levy agricultural taxes, land use fees, business licences, and local levies. The economy has been severely disrupted by the 2023 civil war between the SAF and RSF, which has devastated tax collection and economic activity. Prior to conflict, Sudan was implementing IMF reforms following the removal from the US State Sponsors of Terrorism list in 2020. Oil revenues (from South Sudan transit fees) are minimal.
