The Agência Geral Tributária (AGT) administers all national taxes. Angola is sub-Saharan Africa's second-largest oil producer; petroleum revenues have historically dominated the budget. Significant reform has occurred since 2018 under President Lourenço — VAT was introduced in 2019, replacing the consumption tax, and income tax compliance has improved substantially.
